Caldwell Canyon Mine Project Completes Federal Permitting

Mining project is the fifth FAST-41 Transparency Project to complete federal permitting

WASHINGTON (October 17, 2025) - The Federal Permitting Improvement Steering Council (Permitting Council) is pleased to announce the federal permitting completion for the Caldwell Canyon Mine Project. Added to the Federal Permitting Dashboard in response to President Trump’s Executive Order on Immediate Measures to Increase American Mineral Production, the project will mine for phosphate, aiding in the production of various commodities, from crop protection products to consumable goods.

“I am proud to recognize the Caldwell Canyon Mine as the fifth FAST-41 transparency project to complete federal permitting,” said Emily Domenech, Permitting Council Executive Director. “Even during a government shutdown, the Permitting Council is committed to advancing President Trump’s agenda and transforming the way the federal government permits mining in America. Thank you to our federal partners at the Department of the Interior’s Bureau of Land Management (DOI-BLM) for continuing to advance this project through permitting despite the lapse in appropriations. I am pleased that multi-year funding from the Permitting Council’s Environmental Review and Improvement Fund was able to support this effort and help to accomplish the President’s ambitious goals.” 

Project sponsor P4 Production, LLC plans to mine phosphate ore in Caribou County, Idaho, from three existing federal phosphate leases and one state phosphate lease. The project will construct two open pits as well as haul and access roads, installing various utility lines, water management features, monitoring wells, and shop and office facilities, while implementing environmental protection measures and reclamation.

About the Permitting Council and FAST-41

Established in 2015 by Title 41 of the Fixing America’s Surface Transportation Act (FAST-41), the Federal Permitting Improvement Steering Council (Permitting Council) is a federal agency charged with improving the transparency and predictability of the federal environmental review and authorization process for certain critical infrastructure projects. The Permitting Council is composed of the Permitting Council Executive Director, who serves as the Council Chair; 13 federal agency Council members; and the Chair of the White House Council on Environmental Quality and the Director of the Office of Management and Budget. The Office of the Executive Director coordinates federal environmental reviews and authorizations for projects that seek and qualify for FAST-41 coverage, which are in turn entitled to comprehensive permitting timetables and transparent, collaborative management of those timetables on the Federal Permitting Dashboard.
