Permitting Council Announces Latest Infrastructure Project to Receive FAST-41 Coverage

WASHINGTON (October 7, 2025) – The Federal Permitting Improvement Steering Council (Permitting Council) is pleased to announce the FAST-41 coverage of the Kosciusko Junction Pipeline (“Kosci Junction”) Project. If permitted, this pipeline sector project will deliver critically needed natural gas to power new and existing electric generation across the Southeast, in addition to powering the latest in AI technology.
“Providing access to a reliable baseload source of power, particularly natural gas, is essential to meet our rising power demand and to maintain our grid security,” said Emily Domenech, Permitting Council Executive Director. “Pipeline projects are key to delivering on President Trump’s promise of American energy dominance and I am confident that under the FAST-41 program the Kosciusko Junction Pipeline project will complete federal permitting more efficiently, benefitting the communities across Mississippi and the Southeast for years to come.”
Located in Mississippi, the Kosciusko Junction Pipeline project is focused on meeting the rising demand for natural gas in the Southeast. Forecasted demand for increased energy sources has been on the rise and this project is anticipated to assist in supporting investments in AI-based data centers and large industrial loads. The project will connect supply from the Haynesville, Utica/Marcellus, and Fayetteville basins to markets in the Southeast through new and existing pipeline interconnects. The project consists of approximately 110 miles of new 36-inch pipeline, six new compressors at new and existing stations, and new receipt or delivery meters at five locations. The project will create 1,175 Mdth/d of firm transportation capacity to markets in the Southeast.
Gulf South Pipeline Company, LLC and Texas Gas Transmission, LLC are the sponsors of this project. The Federal Energy Regulatory Commission (FERC) serves as the lead permitting agency. Learn more about the Kosciusko Junction Pipeline Project at permitting.gov.
About the Permitting Council and FAST-41
Established in 2015 by Title 41 of the Fixing America’s Surface Transportation Act (FAST-41), the Federal Permitting Improvement Steering Council (Permitting Council) is a federal agency charged with improving the transparency and predictability of the federal environmental review and authorization process for certain critical infrastructure projects. The Permitting Council is composed of the Permitting Council Executive Director, who serves as the Council Chair; 13 federal agency Council members; and the Chair of the White House Council on Environmental Quality and the Director of the Office of Management and Budget. The Office of the Executive Director coordinates federal environmental reviews and authorizations for projects that seek and qualify for FAST-41 coverage, which are in turn entitled to comprehensive permitting timetables and transparent, collaborative management of those timetables on the Federal Permitting Dashboard.
