Permitting Council Executive Director Tours First-ever FAST-41 Covered Manufacturing Project

WASHINGTON (December 5, 2025) – This week, Federal Permitting Improvement Steering Council (Permitting Council) Executive Director Emily Domenech toured the Riverview East Stack Extension project. The Hillsborough County, Florida-based project is the first-ever FAST-41 covered project in the manufacturing sector, and if permitted, will extend the existing facility’s production of critical fertilizer products used for American food production.
“I’d like to extend my gratitude to the team at Mosaic Fertilizer, LLC for inviting me to tour the Riverview East Stack Extension project site,” said Emily Domenech, Permitting Council Executive Director. “The Permitting Council is proud to support projects that deliver on President Trump’s mandate to bring back domestic manufacturing, especially those that ensure farmers have access to reliable, American-made fertilizer.”
Executive Director Domenech toured the project site to learn more about Mosaic Fertilizer LLC’s work to process phosphate ore to produce fertilizer products. This $260 million expansion project will expand Mosaic Fertilizer’s facilities and provide the storage capacity needed to maintain current production levels. Mosaic Fertilizer is the country’s largest domestic supplier of phosphate crop nutrients, supplying over half of America’s annual requirements.

About the Permitting Council and FAST-41
Established in 2015 by Title 41 of the Fixing America’s Surface Transportation Act (FAST-41), the Federal Permitting Improvement Steering Council (Permitting Council) is a federal agency charged with improving the transparency and predictability of the federal environmental review and authorization process for certain critical infrastructure projects. The Permitting Council is composed of the Permitting Council Executive Director, who serves as the Council Chair; 13 federal agency Council members; and the Chair of the White House Council on Environmental Quality and the Director of the Office of Management and Budget. The Office of the Executive Director coordinates federal environmental reviews and authorizations for projects that seek and qualify for FAST-41 coverage, which are in turn entitled to comprehensive permitting timetables and transparent, collaborative management of those timetables on the Federal Permitting Dashboard.
