South Railroad Mining Project is the Latest to Gain FAST-41 Coverage

WASHINGTON (November 6, 2025) – Today, the Federal Permitting Improvement Steering Council (Permitting Council) announced the FAST-41 coverage of the South Railroad Mine project. The new gold and silver surface mine project features valuable commodities included in President Trump’s Executive Order on Immediate Measures to Increase American Mineral Production.

Located 16 miles south of Carlin, Nevada, the South Railroad Mine project proposes to construct, operate and reclaim a new gold and silver mine from which ore would be extracted using conventional surface mining techniques and associated facilities. Ore extraction would occur in four open pits, two of which would require dewatering and result in the formation of post-mining pit lakes. The proposed mine plan boundary includes 8,548 acres, consisting of a 7,158-acre mining area and 1,390-acre access road area. Of the 8,548 acres, approximately 4,624 acres are on BLM-administered lands and 3,924 acres are on private lands.

This project initially came under Permitting Council purview as a transparency project, before project sponsor Orla Mining/Gold Standard Ventures (US) Inc. elected to apply for FAST-41 coverage. The project is now covered under FAST-41, giving it the full benefits of the program, including the development of a coordinated project plan and dedicated project management by Permitting Council staff. About the Permitting Council and FAST-41
Established in 2015 by Title 41 of the Fixing America’s Surface Transportation Act (FAST-41), the Federal Permitting Improvement Steering Council (Permitting Council) is a federal agency charged with improving the transparency and predictability of the federal environmental review and authorization process for certain critical infrastructure projects. The Permitting Council is composed of the Permitting Council Executive Director, who serves as the Council Chair; 13 federal agency Council members; and the Chair of the White House Council on Environmental Quality and the Director of the Office of Management and Budget. The Office of the Executive Director coordinates federal environmental reviews and authorizations for projects that seek and qualify for FAST-41 coverage, which are in turn entitled to comprehensive permitting timetables and transparent, collaborative management of those timetables on the Federal Permitting Dashboard.
