Annual Reports to Congress
Pursuant to Title 41 of the Fixing America’s Surface Transportation Act (FAST-41), 42 U.S.C. § 4370m-7(a)(1)(A), the Executive Director prepares an Annual Report to Congress, with review by the Permitting Council members. These reports provide an overview of the Permitting Council's activities, achievements, and progress in improving the federal permitting process. They include updates on performance metrics, challenges faced, and recommendations for enhancing the efficiency of federal permitting.

Quarterly Agency Performance Reports
Pursuant to Title 41 of the Fixing America’s Surface Transportation Act (FAST-41), 42 U.S.C. § 4370m-7(a)(2), the Executive Director submits to Congress Quarterly Agency Performance Reports, evaluating agency compliance with the provisions of Title 41 of the Fixing America’s Surface Transportation Act (FAST-41). This report provides a description of the implementation and adherence of each agency to the coordinated project plan (CPP) and permitting timetable requirements, requirements for agency postings of certain information, and transparency project provisions.

Recommended Best Practices
Pursuant to Title 41 of the Fixing America’s Surface Transportation Act (FAST-41), 42 U.S.C. § 4370m-1(c)(2)(B), the Permitting Council issues annual recommendations on best practices for improving the federal permitting process for Covered Projects under FAST-41.

Recommended Performance Schedules
Title 41 of the Fixing America’s Surface Transportation Act (FAST-41), 42 U.S.C. § 4370m et seq., directs the Executive Director, in consultation with the Permitting Council, to develop Recommended Performance Schedules for each category ("sector") of Covered Projects every two years.

Strategy and Performance
Agency Strategic Plan
In accordance with the The Government Performance and Results Act of 2010 (GPRA) and OMB Circular A-11, The Permitting Council Strategic Plan outlines long-term goals and objectives for the agency. It provides a strategic vision and framework that speaks to actions the agency will take to prioritize and accomplish each goal.

Agency Performance Plan and Report
In accordance with the Government Performance and Results Modernization Act of 2010 (GPRA) and OMB Circular A-11, the Permitting Council develops annual Agency Performance Reports to accompany the implementation of its Strategic Plan and connect daily agency operations to strategic goals, and measure progress.

Budget
In accordance with the Federal budgetary process (31 USC Ch. 11 and OMB guidance), each year the Permitting Council submits to Congress its budget request for annual appropriations. These requests outline the Permitting Council’s activities to implement FAST-41 and execute against its strategic plan.
